At Washington Schools Risk Management Pool (WSRMP), we appreciate the challenge our members face as information, recommendations and mandates related to the COVID-19 pandemic continue to update. WSRMP will continue to monitor the impacts of COVID-19 on public schools and will provide Risk Alerts on an as needed basis. If there is a topic you would like to see addressed in a future alert, please reply to this email to submit your suggestion. WSRMP is an advisory organization only and does not mandate or prescribe if and how Districts should respond or implement risk management recommendations. The recommendations provided are strictly voluntary and may be used in conjunction with the District’s own procedures and guidelines.


It has come to our attention, that school coaches around the state are starting to offer in-person workouts and sports practices at local parks for their athletes. WSRMP recommends against any district sport practices or camps, on or off campus, until specifically allowed by the Governor and/or OSPI. In accordance with “Safe Start Washington” issued by The Office of The Governor, phase 3 is when outdoor groups and recreation sports of 50 of fewer people are allowed. Therefore, WSRMP recommends districts wait until their County has reached Phase 3 and for your school facilities to be allowed to open again before allowing any group sports activities to resume unless school sports are approved by OSPI and/or the Governor’s office before that time.

Last week Gov. Jay Inslee issued guidance for sporting activities in Phases 2 and 3, however they specifically exclude School-Connected or Administered Team Sports.

Sports camps and events should only be organized if your county has reached Phase 3 and school facilities have reopened. Coaching staff should be directed to follow all health requirements carefully and precisely. These requirements and phases are fluid and should be checked regularly. The District should affirmatively decide whether a camp or event is district sponsored or not district sponsored. All non-district sponsored camps and events cannot not be covered by WSRMP. Alternative coverage should be explored.
